Understanding Your Ballot: An Overview of Arizona’s 2026 Initiatives 

The presentation will provide an overview of Arizona’s 2026 statewide ballot measures, which include proposals related to education, elections, taxes, public safety and local government. The presentation will explain the major provisions as well as the arguments for and against each measure.

Susie Cannata and Sabrina Vazquez, Founding Partners at Tier 1 Strategy

Susie Cannata

Susie Cannata

Susan is a founding partner at Tier 1 Strategy and brings more than three decades of experience in government relations. She spent much of her career at Peters, Cannata & Moody, where she was with the firm from its inception and represented clients across a wide range of legislative and administrative matters.

Her work spans complex policy areas including education, health care, behavioral and public health, human services, child welfare, insurance, justice issues, and local government. Susan is known for her practical approach, deep institutional knowledge, and long-standing relationships built over years of trusted advocacy.

Susan earned her law degree from the University of Arizona College of Law and began her legal career clerking for judges on the U.S. District Court for the District of Arizona and the U.S. Court of Appeals for the Ninth Circuit. She is also an active community volunteer and remains closely engaged with nonprofit organizations across Arizona.


Sabrina Vazquez

Sabrina Vazquez

Sabrina Vazquez is a founding partner at Tier 1 Strategy. She brings more than fifteen years of experience in state government relations, including ten years at the University of Arizona, where she served as Assistant Vice President for State Relations. She led the university’s state legislative strategy and worked closely with lawmakers, state agencies, and university leadership on budget, and policy priorities.

Following her time at the university, Sabrina served as Director of Government Affairs at Peters, Cannata & Moody, where she continued to develop and execute multi-tiered legislative strategies for a broad range of clients. Sabrina’s work spans K–12 and higher education, health care, human services, and issues affecting rural communities.

She holds a bachelor’s degree in international studies from the University of Arizona and a master’s degree in elementary education from Arizona State University.
